TO REVIEW OF EXISTING CHILD PROTECTION SYSTEMS AND
DATA COLLECTION TOOLS IN KENYA

Background

Child abuse and neglect refers to acts of commission or omission that compromise the favorable growth and development of a child. Incidences of child abuse have remain high in the world despite half a century of raising awareness, designing policies, legislations and programs to intervene. According to the United Nations Study on Violence Report (2006), more than 200 million children have been sexually abused and almost 300 million have witnessed domestic violence.

Most professionals and practitioners are in agreement that an inadequate data base on child abuse and neglect especially, in developing countries and weak child protection systems, contribute to the current situation.

Child protection systems refer to mechanisms for preventing and responding to child abuse and neglect.  It includes channels for collecting, collating and disseminating data on child abuse in their best interest. The systems also include child friendly guidelines, procedures and a referral process for supporting survivors of child abuse and neglect. Attempts that have been made by governments and non-governmental organizations to create child protection systems have been faced by a myriad of challenges including lack of sustainability. 

ANPPCAN with the support from Save the Children Finland are responding to the problem through a project titled ‘To Prevent and Respond to all Forms of Violence against Children by Establishing National Child Protection Systems in Kenya, Ethiopia and Somaliland” in the Eastern Africa Region. The objective of the program is to develop effective and functional child friendly child protection systems in Kenya, Ethiopia and Somaliland, it will be implemented over the next three years (2008-2010).

To inform the project, a review of exiting child protection systems such as data collection and collation on child abuse; guidelines and procedures in handling cases of child abuse; institutions responsible for child protection among others, are required. As such, a study is being commissioned.

Scope of Work
The consultant being sought will be required to do the following:-
• Look at existing data collection tools in Kenya, both formal and informal and make an analytical report with appropriate recommendations.
• Review existing guidelines and procedures in handling child abuse and neglect by both formal and informal institutions in Kenya, provide an analytical report with appropriate recommendations.
• Prepare an analytical report on policies and practices on child protection including birth registration in Kenya and make recommendations for improvement.
• Prepare a report and disseminate findings in a national workshop in Nairobi Kenya, and a regional workshop for stakeholders in child protection

Time Frame
It is expected that the study will take no more than 30 working days.  The first draft on the findings of the research will be submitted to ANPPCAN after 21 days and the final report should be provided within 9 days of the first draft, after inclusion of comments by ANPPCAN. ANPPCAN will give her comments within 3 days, to allow the consultant to finalize the document in 6 days.

SKILLS REQUIRED

The study will be conducted by one consultant.

The consultant should have:

• A master’s degree in social sciences
• Previous research experience in the area of child rights and child protection, previous work on child protection systems will be an added advantage
